Chief Ryan is a person who calls Mr. Brooks at the UBC regarding the so-called attempted abduction of Dr. Donald Mortinson.
As Brooks is attempting to convince Jamie Hamilton to turn in Dillon and Troy to authorities at the time, he tells Ryan that he will have to call him back (1980: "Galactica Discovers Earth, Part III").
