The Resistance Movement was organizations composed of survivors of the Cylon Holocaust working to actively oppose the Cylon forces occupying the Twelve Colonies.
Starbuck and Helo encountered such an organization on Caprica before they managed to escape the planet and return to the Galactica. The cell that Helo and Starbuck encountered was led by a man named Anders, a former pro Pyramid player and was based out of Delphi Union High School just outside the city of Delphi.
