Usage concern

I know of the reasons behind such a template/list, but when it was used on the Think Tank proposal pages, I felt that it was an invisible barrier that didn't permit regular users to vote. (Hence my notes on how all users are welcome to vote.) As I believe that everyone should have a say in these Think Tank proposals (and other aspects of the Wiki), I am leery of such a template's use, if not it's existence.
